Abstract
Conducting program evaluations is an important part of operating and managing any program. This step allows program managers to determine whether their programs are meeting the needs of their client base and achieving the overall goals of their program. This guide from the U.S. Department of Justice, Office for Victims of Crime, is part of a series of technical guides that provide assistance to victim service providers and other professionals in conducting outcome evaluations and needs assessments of their programs. The guide contains five main goals for program officials: 1) develop an evaluation plan for collecting data on performance measures; 2) establish measureable goals and objectives; 3) design and conduct the program evaluation; 4) identify measures that show the impact of the program's activities; and 5) use the results of the evaluation to refine and improve services.
