The National Institute of Corrections is soliciting proposals for Subject Matter Experts Meetings on Organizational Culture and Performance. The winner of this 12-month cooperative agreement will organize up to four meetings of subject matter experts to address topics such as organizational culture assessments, culture change in correctional systems, and organizational performance. "Advancing Community Policing Through Community Governance: A Framework Document" (NCJ 227601, 76 pp.) offers a collaborative approach to local governance in responding to community problems and issues. This publication examines the emergence of community governance, defines the strategy and its elements, and illustrates examples from the field. (COPS)

"National Summit on Intelligence: Gathering, Sharing, Analysis, and Use after 9-11" (NCJ 227676, 47 pp.) provides findings from a November 2007 summit that addressed challenges encountered in sharing criminal intelligence. The report includes eight recommendations on how law enforcement agencies can share information and intelligence seamlessly while protecting privacy and civil rights. (COPS)

"Aviation Units in Large Law Enforcement Agencies, 2007" (NCJ 226672, 24 pp.) examines the specialized airborne police units that operate fixed-wing planes or helicopters in large state and local law enforcement agencies. (BJS)

"Police Recruitment and Retention in the Contemporary Urban Environment - Conference Proceedings" (NCJ 227663, 48 pp.) is based on a national summit that was held in June 2008. This report summarizes the panelists’ presentations, discussions, and opinions, and highlights key recruitment and retention lessons learned from the military and other organizations. (COPS)

"Evaluation of the YouthBuild Youth Offender Grants" presents findings from an implementation and outcomes evaluation of YouthBuild Youth Offender grants. The evaluation consisted of two site visits to each grantee to examine program design and implementation, characteristics of the participants who were served, and outcomes that were obtained. The Federal Interagency Forum on Child and Family Statistics has released "America's Children: Key National Indicators of Well-Being, 2009." The report examines 3 demographic background measures and 40 key indicators measuring children's economic circumstances, health, physical environment and safety, family and social environment, behavior, and education. "Disproportionate Minority Contact Technical Assistance Manual (Fourth Edition)" presents detailed guidance on DMC identification and monitoring, assessment, intervention, and evaluation. The updated fourth edition includes two new chapters: one chapter on DMC data and intervention strategies for Hispanic youth in the juvenile justice system and one chapter on the role of state DMC coordinators. The current issue of "Justice Resource Update" (NCJ 227541) announces the appointment of a new Deputy Assistant Attorney General. It also includes articles about tools for public health emergencies, victim services in rural law enforcement, 2007 youth gang survey results, and an online program handbook and training guide on using volunteers to help crime victims. The Office of National Drug Control Policy announces the addition of new Web banner ads to its National Youth Anti-Drug Media Campaign Ad Gallery. These ads are targeted to teenagers and parents and are available as free public service announcements to support anti-drug efforts in local communities. (ONDCP)

The MethResources Web site has a new look and offers enhanced features, including a searchable gallery of methamphetamine ads, customizable public service announcements, and statistics on meth use by state. It also provides information and resources on the prevention of meth use, intervention and treatment, and enforcement of related laws. (ONDCP)

The OVC conference on Mass Casualty and Violence at Home and Abroad - OVC Assisting Victims of Crime will be held October 19-21, 2009, in Arlington, Virginia. The conference will bring together first responders, victim service professionals, policymakers, and experts in mass violence. The deadline for registration is September 28, 2009. (OVC)

Scholarship application deadline: September 1, 2009
The National Professional Training Conference on Responding to Crime Victims with Disabilities will be held September 30 to October 2, 2009, in Denver, Colorado. A limited number of individual scholarships of up to $1,000 are available. The Bureau of Justice Statistics will present the first findings about nonfatal violent and property crime experienced by persons with disabilities drawn from the National Crime Victimization Survey.
