Office for Victims of Crime
In FY 2003, the Office for Victims of Crime (OVC) awarded funding to various nongovernmental organizations for the purpose of providing trafficking victims with comprehensive or specialized services during the precertification phase, and for the purpose of providing grantees with training and technical assistance for program support and enhancement. OVC funds help victim service providers meet the challenge of addressing the complex and acute service needs of trafficking victims through the provision of comprehensive services, supplemental/specialized services, and technical assistance. Office for Refugee Resettlement
The mission of the Office of Refugee Resettlement (ORR) is to help refugees, Cuban/Haitian entrants, asylees, and other beneficiaries of the ORR program to establish a new life that is founded on the dignity of economic self-support and encompasses full participation in opportunities that Americans enjoy. One example of a funding opportunity to assist trafficking victims was the FY 2004 Grants for Outreach To Target Populations under the Trafficking in Persons Program. The purpose of this program was to expand existing outreach activities to identify and counsel victims of a severe form of human trafficking.

Bureau of Justice Assistance
The mission of the Bureau of Justice Assistance (BJA) is to provide leadership and services in grant administration and criminal justice policy development to support local, State, and tribal justice strategies to achieve safer communities. In FY 2004, BJA funded–state and local law enforcement agencies through the Law Enforcement and Service Provider Multidisciplinary Anti-Trafficking Task Forces grant program. The program's goal is to support the development of Human Trafficking Task Forces designed to empower local law enforcement to better identify and interdict trafficking in its various forms, whether it is forced prostitution, indentured servitude, peonage, or other forms of forced labor.
