During FY 1999, BJA administered $1.8 billion to State and local agencies to support and measure the effectiveness of programs in every area of the justice system: crime prevention, community justice, law enforcement, adjudication, correctional services, and technology. BJA has four primary components: (1) the State and Local Assistance Division, which administers formula grant programs; (2) the Program Development Division, which administers Byrne Discretionary Grants including the Open Solicitation and targeted funding programs; (3) the Office of Benefits, which administers the Public Safety Officers’ Benefits, Denial of Federal Benefits and Bulletproof Vest Partnership programs; and (4) the Office of Program Analysis and Communications, which provides infrastructure and support services to BJA and its constituents, including budgeting, publications support, and Web site development and maintenance.
