This document presents the table of contents and introduction for the Homeland Security Exercise and Evaluation Program's Volume IV, which consists of sample exercise documents and formats.
Abstract
The introduction advises that the materials in Volume IV are not being disseminated with the intent that jurisdictions will design and develop "canned" or "boiler-plate" exercises for responding to terrorist and other public safety crises. The intent is to provide materials that will lessen the time and planning involved in designing and developing various types of exercises. Many of the materials, particularly those that involve exercise scenarios, should be tailored to reflect the participating or affected jurisdictions or organizations. Much of the material is based on proven exercise programs that have been conducted and evaluated by several organizations. The table of contents indicates that the materials are in five major categories: program management, planning materials, multimedia library, and references. Elements of program management are the Exercise Plan Workshop, policies, request for proposal, and the exercise schedule report. The main sections of the volume that address planning materials pertain to the Exercise Planning Team, discussion-based exercises, and operations-based exercises. Materials for discussion-based exercises address foundation planning, design and development, conduct, evaluation, and improvement planning. For design and development, documentation involves situation manuals for an agricultural scenario, a biological scenario, a chemical "sitman," an explosive "sitman," a prevention "sitman," a radiological "sitman," and a recovery "sitman." Materials for operations-based exercises are presented in the same basic format as the discussion-based exercises. Materials for the multimedia library pertain to pictures, sound, and video in the recording of exercises. References encompass acronyms, definitions, exercise training courses, Federal exercise programs, publications/manuals, agent/hazard information, and Web sites.
