Prepared for review and approval by the Attorney General of the United States, this report by the National Prison Rape Elimination Commission presents the standards it developed for the prevention, detection, response, and monitoring of sexual abuse in juvenile facilities.
Abstract

The standards are presented under the following four categories: prevention and response planning, prevention, detection and response, and monitoring. After the standards for prevention planning and response planning, the standards for prevention are divided into those that address training and education and those that deal with assessment and placement of residents. The standards for detection and response focus on reporting, official response following a resident report, investigations, discipline, and medical and mental health care. Standards for monitoring pertain to data collection and review, as well as audits. Each standard statement contains mandatory requirements. Under each standard statement is an assessment checklist, which is to be used as a tool for agencies and facilities to conduct self-assessments and track their progress toward meeting the standard. A discussion section then explains the rationale of the standard and provides guidance for complying with it. The appendixes contain information on responsibilities of forensic medical examiners, training topics and procedures, incident-based data collection, Commission expert committee members, and standards implementation needs assessment. Upon approval by the Attorney General, the Federal Prison Rape Elimination Act of 2003 requires agencies to comply with these standards.
