This Financial Guide is the primary reference manual used by the U.S. Justice Department's Office of Justice Programs (OJP) to assist grant award recipients in fulfilling their fiduciary responsibility to safeguard grant funds and ensure funds are used for the purposes for which they were awarded.
Abstract
The Guide includes a compilation of the various laws and regulations that govern Justice Department grants financial management and administration. They cover grant-related financial management by both direct recipients and sub-recipients of grants by the Justice Department, as well as individuals and contractors who are paid through the grant. The Guide includes references to the provisions and policies issued by the Office of Management and Budget (OMB), which is the largest division of the Executive Office of the President. It is responsible for implementing and enforcing the President's policies across the entire Federal Government. Major divisions of the Guide address general information, pre-award and post-award financial requirements, and organizational structure. The "Top 10 Topics" are listed as financial management systems, allowable costs, unallowable costs, Federal financial reports, progress and performance reports, audit requirements, conference costs, inventory, accounting by approved budget category, and sub-recipient monitoring.
