To complement the national evaluation of the Office of Community
Oriented Policing Services, a separate effort developed case studies of
10 police departments that received COPS funding. The 10 sites were
chosen for study because they seemed to show varying degrees of
success in making the transition to community policing. The case studies
describe how those departments attempted to change their overall
policing strategy as they applied for, received, then implemented COPS
grants. This supplemental effort was conducted through the John F.
Kennedy School of Government's Program in Criminal Justice Policy and
Management.
